While future Water Renewal projects are currently being determined and prioritized, numerous studies, design, and construction projects are underway as a part of ongoing infrastructure renewal.

How are Water and Wastewater Projects Funded in The Woodlands?

Several budgets support water and wastewater operations within The Woodlands, including:

Maintenance & Operation (M&O):

Revenue from the sale of water and wastewater to customers from monthly water bills covers daily operations, maintenance, and environmental activities.

Repair & Replacement (R&R):

Contributions from Maintenance & Operations (M&O) revenues fund renewal projects to repair, replace, or build infrastructure beyond one fiscal year.

Water System and Water Disposal Bonds:

Bonds are used to fund water and wastewater capacity projects through bond financing authorized by Municipal Utility Districts (MUDs).

Municipal Utility District (MUD) Maintenance & Operation (M&O) Tax Rates:

Revenue generated from the M&O tax collected through your property tax bill funds current and future projects.

Future Water and Wastewater Renewal Projects

Water Renewal The Woodlands (the Renewal Plan) will ultimately outline a broad project plan for the reinvestment and modernization of water and wastewater infrastructure and will be inclusive of water and wastewater infrastructure projects identified by the San Jacinto River Authority (SJRA) Woodlands Division 10-year project plan, as well as water infrastructure projects identified separately by Woodlands Water.

Additional projects to be included in the Renewal Plan are currently being determined and prioritized based on available and a variety of data and information, such as:

  • Condition assessments and expected service life,
  • Likelihood and consequence of failure,
  • Repair and rehabilitation history,
  • Staff inspections,
  • Study results, and
  • Impacts of upcoming regulatory changes.

Municipal Utility District (MUD) officials are currently engaged in several studies to further investigate the most efficient path forward for addressing aging infrastructure in The Woodlands. Once those studies are completed, the MUD Directors will further evaluate funding options. We will share updates, including on this website and through our email listserv.
